On page 87 of Delirious New York, Rem Koolhaas discusses the idea of a skyscraper "as a utopian formula for the unlimited creation of virgin sites on a single urban location." and each "virgin site" can be used establish "alternate realities on any level". This brings about the idea of each level of a sky scraper incorporating a different program, completely independent of that of a different level. It would be in our benefit to pull such levels of program apart to create sections of void, that would propegate our themes light, view corridors, a visual gateway to D.C.

Each level can act as a sign viewed from afar, and the building could be designed in a way that allows it to grow to a great scale, without seeming awkward amongst the lower skyline of D.C. Our sky scraper could float on the skyline rather than thrust up through it.
